Home care assistance provided through government-funded home care packages is a key aspect in assisting older Australians to remain at home and independent for extended periods of time. Home care assistance encompasses a wide range of services for the elderly. Personal care, domestic assistance, respite care, community engagement, food shopping, light cooking, cleaning, mediations, and transportation to medical appointments are just a few of the services available. It’s easy to understand how in-home care can improve your quality of life while also giving you more independence.

Kare Seniors, as a successful home care package provider, provides a variety of home care services to help you feel safe and comfortable at home, as well as connected to your community. One of the most essential aspects of this programme is that it allows you to receive customised services that are tailored to your specific needs and assist you in achieving your personal goals.

What is the home care package program?

The home care package program is designed to provide support to older people with complex needs. The aim of the program is to increase their independence at home and in the community. The government is assisting people in staying in their homes for longer periods of time. Kare Senior’s home care services allow you to live your life your way, in the comfort of your own home.

Our home care services, as Australia’s premier provider, are built on respect, decency, and compassion, in addition to promoting wellbeing. Our services are beneficial because of their high quality and affordable cost, allowing you to live a more comfortable, independent, and secure life at home.

A consumer-directed care method is used to deliver home care services through a Home Care Package, which is personalised to individual requirements and goals. This implies you have a say in what kind of service you get .

The Home Care Package Program provides funding for ten different service offerings, as follows.

  1. Personal Care
  2. Communication Support
  3. Dietary Support
  4. Skin Care
  5. Continence Care
  6. Mobility Support
  7. Support Services
  8. Social Support
  9. Care Management
  10. Clinical Care

In response to the ten service offerings provided by the Federal Government’s home care services program, Kare Seniors provides the following services to our consumers.

  • Personal Care
  • Domestic Assistance
  • Dementia Home Care
  • Respite Care
  • Companion Care
  • Transport Assistance
  • Social Support

To be eligible for a home care services package, you must register with My Aged Care and be referred for an assessment by ACAT (Aged Care Assessment Team) who will identify if you are eligible for this program. A representative from ACAT will arrange a face-to-face meeting and assess the type of care you need to live independently at home.

Once eligible and approved, you will receive a home care package that includes either low-level care (Level 1 or 2) or high-level care (Level 3 or 4). This decision will be sent to you in writing, so it’s important that you keep this document as proof of your eligibility for the program. It will also contain the level of care you will receive and an overview of the relevant services that are available.

At Kare Seniors we go out of our way to make sure that our service delivery is exceptionally high and your costs are low. So, to help you get the best value out of your home care package, here is a quick overview of the fees we don’t charge:

  • No basic daily fee
  • No establishment fees
  • No initial set up or joining fees
  • No hidden fees
  • No exit fees

In addition, we charge a very low hourly rate for your care and support services, making Kare Seniors one of the most affordable home care providers in Australia.

Home care package levels
The home care package includes four different levels of care and support with each level receiving a different amount of funding. Once you know which level of care applies to your situation, you can access this funding to pay for the care and support you need.

When your Home Care Package is approved and assigned, you will receive the level of care and assistance that you require. When considering your options, keep in mind that there are four levels of home care packages. Each package level is intended to provide a different level of assistance, with different Home Care Package funding and care services.

The four home care package levels range from the most basic care at Level 1 that comes with the least funding to the most complex at Level 4 with the highest funding, as follows:

  • Level 1: Basic level care – approximately $9,000/year
  • Level 2: Low level care – approximately $15,750/year
  • Level 3: Immediate care – approximately 35,250/year
  • Level 4: High care – approximately $52,000/year

How much support will you receive?

The figure below explains the hours of care provided by each of the home care packages. Levels are indicated along the top, hours below and the type of care along the left side.

Who funds your home care package?
The most of the cost of care is covered by the government, however depending on your income, your provider may ask you to contribute to the cost of providing your services. There are a number of different of fees associated with home care packages, such as the daily basic fee, which allows home care providers to set a basic daily fee for their services up to the maximum rate set by the Department of Health, and the income test fee, which is an additional contribution that some people are required to pay based on their financial circumstances.

As your contribution to the costs of this package, you might be asked to pay two different fees, as follows:

  1. Basic daily fee
  2. Income tested fee

If your income is greater than the maximum allowed for a full pensioner on the home care package, you will need to pay the income tested fee. Centrelink makes this assessment and as your income increases, this fee increases accordingly. If Centrelink decides that you need to pay the income tested fee, your funding will be reduced by this exact amount. It’s important to note that the income tested fee is only dependent on your income, not on the level of care you receive in this program. Full pensioners cannot be asked to pay an income-tested care fee

As with the basic daily fee, you can negotiate the income tested fee with your home care provider. Many providers are only too happy to reduce these fees because they understand that despite requiring the care and support provided by this program, you also need it to be affordable.

The Basic Daily Fee contributes to the amount of money provided by the government to you so that you can access additional services as needed. The government determines this fee. The maximum basic daily fee you can be charged is $10.10, which is, currently, around 17.5% of the full aged pension. If you are asked to pay this fee by your provider, however, they do not keep it. Instead, it is added to your home care support budget and can be spent by you on additional services. To keep your costs as low as possible, The Kare Seniors waives the Basic Daily Fee, and our customers benefit from lower fees and more quality of care services.

Home care services funding

If you are eligible for the home care service package, your funding is subsidised by the government. The amount of funding you receive is based on the level of care you receive, based on the four different levels outlined above. The higher the care you require, the greater the funding for your package.

The services you receive and your eligibility is determined by ACAT and the amount of funding you receive is decided by Centrelink. You can allocate this funding to a range of different services, all designed to improve your comfort, safety and independence at home and in the community.

The cost for your home care and support package will be split into three categories, as follows:

  1. Package management fee
  2. Care management fee
  3. Home care package services cost

The home care Package management costs are part of your funding budget. These pay for the ongoing management and administration of your home care package. These costs may include the preparation of monthly statements and the daily management your budget. They also include costs for fulfilling the compliance and quality assurance requirements that come with your home care package.

The care management costs are an important part of your funding. That’s because it allows your home care package provider to ensure that you receive the care and support you need from your package, and as detailed by ACAT. Kare Seniors is committed to providing you with the highest quality home care support. We provide you with a dedicated Care Manager who oversees the management of your care, ensuring that the services you receive are the best value for money. This ensures that you receive the support you need to fulfill your goals, while using your funding budget wisely.

This part of your funding goes towards the payment for all the services you receive via the home care package program, whether at home or in the community. These services can include nursing care, preparing light meals, cleaning your home or help with your personal care.

If you have decided to change home care providers, then all it takes is a few simple steps, as follows:

  • Phone Call: Make a call to My Aged Care on 1800 200 422 to notify them that you wish to change providers and ask them for a new referral code.
  • Terminate current provider: Inform your current home care package provider that you are switching to another provider and give them a termination date.
  • Phone Call: Contact Kare Seniors on 1300 535 833, tell us the date you want to commence your home care package with us and provide us with the new referral code.

It’s all in the name. It’s a definite, they do care about our seniors. Since Covid I have been receiving weekly health checks asking about how my father is.
